Especially after the 1970s, a need for a metropolitan management model has been raised. The 1982 Constitution provides chances to establish special management models for large/big settlement areas. On the base of this Constitutional provision, Metropolitan Municipality Law numbered 3030 was enacted in 1984. The model established by the 1984 Law was enhanced by the 2004 and 2008 laws. The 2012 Law numbered 6360 establishes a provincial metropolitan municipality model in 30 provinces with a population over 750 thousand, which is a more centralized and stronger one with increased power and responsibilities. This study aims to evaluate the outcomes and problems of three-year implementation of the new provincial metropolitan municipality model, and to discuss and try to answer the questions of why and how this new model in Turkey could be improved by considering other models in the world.
