The housing issue is one of the chronic social issues in Turkey just like low quality education, terror and unemployment which we have been unable to solve since the foundation of the Republic of Turkey. The Housing Development Administration plays a key role in housing policies. The housing development administration used to provide credits to housing cooperatives in 1980s and it is now transformed into a Construction Company that handles zoning, oversees urban transformation projects and sells public lands. The paper on the Housing Development Administration will first give an outline of the history of the housing development administration. The second part, on the other hand, will focus on the problems observed and lay emphasize on the reasons of these problems. A general evaluation will be the final part of the paper.

Türkiye'nin konut sorunu, Cumhuriyet kurulduğundan beri çözülememiş; kalitesiz eğitim, terör, işsizlik gibi ülkenin kronik hale gelmiş toplumsal bir sorunudur. Konut politikalarında Toplu Konut İdaresi (TOKİ) önemli bir aktördür. 1980’li yıllarda konut kooperatiflerine kredi desteği veren İdare, günümüzde imar planı yapan, kentsel dönüşüm projeleri yürüten, kamu arsaları satan bir inşaat şirketi görüntüsü vermektedir. TOKİ’nin ele alındığı bildiride öncelikle İdare’nin tarihsel geçmişine yer verilecektir. İkinci bölümde, uygulamada görülen aksaklıklar ve bunların nedenleri üzerinde durulacaktır. Bildiri bir değerlendirme ile tamamlanacaktır
