There are a variety of extraordinary situations caused by social and political conflicts. These are exemplified as wars, outbreaks-natural disasters-crises, etc. These factors can affect people in the social and psychological direction. It also forces them to migrate to different places and countries in almost every way from the places they live in. People who are exposed to such a situation often leave the settlements. They thus seek being refuge opportunities in places where they think they can be safer and have better living conditions. Our country, which opened its borders for many refugees from its geopolitical position, is in a similar situation. It has become an unexpected factor for many political balances in negative terms. Turkey still faces such a problem. Despite this fact, it can’t be said that a healthy refugee policy and related social and legal infrastructure haven’t been established in Turkey yet. Especially the war of Syria which has been going on for five years and the refugee crisis related to it has made the needed politics that are to be produced and reproduced more meaningful. In this respect, the study aims to examine Turkey's refugee policies in the context of Syrian refugees. Following the conceptual framework and historical process, some suggestions will be developed by examining the general framework of the problems that refugees live in social, legal and especially social situations.

Toplumsal ve siyasal çatışmaların yol açtığı olağanüstü durumlar - savaşlar, salgınlar-doğal afetler-krizler vs, insanları sosyal ve psikolojik yönden etkilediği gibi onları yaşadıkları mekanlardan hemen her yönüyle farklı mekanlara ve ülkelere göç etmeye zorlamaktadır. Böylesine bir duruma maruz kalan insanlar, çoğu zaman yerleşim yerlerini terk ederek, daha güvenli ve yaşam koşulları daha iyi olabileceğini düşündükleri yerlere iltica etmektedirler. Jeoplitik konumu itibariyle birçok mülteci akınına uğramış ve halen de böyle bir sorunla karşı karşıya kaldığı gerçeğine rağmen Türkiye’nin sağlıklı bir mülteci politikası ve buna ilişkin sosyal ve hukuksal alt yapı oluşturulduğu söylenemez. Özellikle beş yıldır devam eden Suriye savaşı ve buna ilişkin meydana gelen mülteci krizi, üretilen ve üretilmesi gereken politikaları daha da anlamlı hale getirmektedir. Bu açıdan çalışma, Türkiye’nin mülteci politikalarını, Suriyeli mülteciler özelinde incelemeyi amaçlamaktadır. Kavramsal çerçeve ve tarihsel süreçten sonra mültecilerin toplumsal, hukuksal ve özellikle sosyal alanda yaşadıkları sorunların genel çerçevesi incelenerek birtakım öneriler geliştirilecektir.
