Digital Turkey is one of the projects among the goals 2023 of Turkey within the frame of EU Digital Agenda 2020 vision of Digital Europe Project. E-government practices which are implemented by means of practical and quick information systems coordinated in line with EU states especially in public administration sphere, confront as an important step against bureaucratic oligarchy.
In this study innovations as to benefits of citizens from civil services as part of Digital Turkey Project are analyzed comparatively by considering contents of prepared government programs and all governmental actions in period of Justice and Development Party. In this context studies towards digitalization of public administration and differences in the new generation of public administration approach will be revealed.
