The transformations in the housing policy are taking an essential part in the urbanization debates. As we can see in the European academic milieu, the political debates and their influence on the social area about the housing policy transformations shape the urbanization policies. In Turkey, TOKI stands at the first place on the housing market thanks to its legal privileges, its parcel stocks and its affiliates. We can understand with its speech that TOKI will change its housing production strategies. These changes are classified into four objectives; giving priority to the type of housing that improve local architecture, producing spaces that support neighborhood culture, accepting the horizontal urbanization strategies and finally building hotels and offices instead of luxury houses. The article analyzes how operates the system of TOKI that shapes space and economy.
