One of the popular questions in Turkey is how should be the public personnel system in Turkey and how the system should be managed from the year the foundation of the republic until today. That questions form the basis of almost every period of the public administration reforms. Clearly identifying the problems in the field of public personnel system poses a major requirement for the success of the reforms to be made in the future. Based on these considerations the purpose of this study is; “to determine problems in the area of public personnel administration" and “try to bring solutions”. Topics to be discussed in this study will be; performance, merit system and flexibility. With analyzing these concepts, we will try to build the blocks of public personnel system in Turkey.
