A province is the fundamental administrative unit of central government, which is organized in the provincial level. The governor, who is appointed by the central government and represents the state and government, is the head of this administrative unit. A mayor, on the other hand, is a local administrator who takes office through local elections. In this regard, based on the administrative and political changes (concerning cities) made in accordance with law number 6360, it is important to conduct a comparative analysis regarding the duties of a governor and of a mayor within the city borders. The main aim of this paper is to analyse the changes of implementations which are put into effect and to evaluate, with centralist view, the position and responsibilities of a metropolitan municipality mayor and of a governor in their area of responsibility in the unitary system. The expected result of this paper is to bring up the the problem of two-headedness in administration and to bring forward various proposals in this context by analyzing the position of the governor, who represents the central government in the rural area, and the position of the mayor, who is the local administrator.
