Nowadays, the criterion of development of democratic political systems depends on allowing systems to participate in political decision-making processes. In this process, participation is not merely voting behavior, but individuals are engaged in organized actions to influence the entire decision-making process; The most important balancing power against political systems is civil society organizations (CSOs).
The democratization of local governments requires the cooperation of all non-governmental or non-civil organizations in the locality. This cooperation will take place in the decision-making processes of the local people and civil society organizations (CSOs). Representing them. In this study, it has been tried not to discuss the decision processes of the NGOs which are the intermediaries of the requests of the individuals to the administrations, the local administrations which are the closest administrative units to the citizens, together with the results of the effects.
