In today's systems of government important principles and practices such as understanding of national sovereignty, the principle of separation of powers, multi-party life and free elections are seen as indispensable. These principles ensure that will restrict the power acting arbitrary to the emergence of brake and balance mechanism. The president elected by the people in the presidential system uses alone the executive power. Also in the parliamentary system, the execution is included with the president and prime minister, and prime minister is the active side in the execution. Within the scope of this study will focus on the relationship between the president and the administrative structure of the vehicle to provide public service in the presidential system. In this respect, the presidential system implemented in the United States the relationship between the president and the administrative structure and the impact of president on this structures will be examined. After that, in the framework of the Presidential Government System, which was adopted for Turkey on 16.04.2017, the referendum will be held to evaluate the relationship between the president and the administrative structure and about the effect of the president on the administrative structure.
