The level of participation in local administrations and representation in local administrations is much lower than expected for the Gypsy community, who constitute to be one of the main disadvantaged groups such as women, old people, homosexuals and immigrants. It is without a doubt that encouragement of disadvantaged groups, of which some even need support from the state to simply survive and meet their most basic needs, to participate in local administration will both enable these communities from various regions of the country to be involved in management and integrated into society. Even though the former AKP goverments has started a “Romani Initiative” for protection and improvement of the rights of the gypsy community, it should be understood that this project will be unsuccessful without contribution from the local administrations. In this study, activities regarding the gypsy people in Tekirdağ and Bandırma, which are among the regions of Turkey with the most significant population of gypsies will be discussed according to the support they get from local and public administrative units.
