Primarily it is thought to be determined a frame that represents normative answers about how personnel system should be. The assumption that based on determined problems are reformed particularly is also practiced administrative reform of Turkey. But this view takes the risks for reducing to technic dimension of problems. In addition to this, it prevents to see all of the frame. Because it provides to see as if the state is a machine works apart and overlook relations of elements each other in personnel system itself. In the study it is argued the method of reforms and it is suggested to examine –historical and in the other reform field context- by compherensive way, not studying reforms partly.
