In the 1960s, public personnel regime which was regulated with centralized and statutory understanding accordance with Fordist accumulation regime, has been under the transformation since the 1980s. In the process of change trade unions has been playing an important role. In particular, after constitutional changes made in 2010, trade unions have become a kingmaker by means of collective bargaining in the management of public personnel regime. This situation cease to the centralized and statutory nature of the public personnel regime. As part of the new public management approach, the defense that the government should be managed in conjunction with the citizens or NGOs have been expressed by international organizations such as the World Bank and the OECD. The main purpose of this work is to analyse the phenomenon of the public personnel regime started to be carried out in conjunction with the trade unions.. Analysis, will be carried out over the TARGEL Project as an employment project launched unilaterally by the government, but which terminated together with the trade unions
