Globalization, the information society and the change that comes along force all the administrative structures to change. The last regulation, which reflects the changing face of public administration at the provincial scale, is aimed at strengthening democratic participation in the determined scale.However participation-localization, search for efficiency in relation to scale-coordination may deregulate local participation in the implementation process. Nevertheless effective participation processes should be operated to provide services, to sustain rural development and urban development at the same scale. In this scope; It is possible to reduce the potential disadvantages of management in the provincial dimension through electronic participation. The presentation aims to deepen this question.

Küreselleşme, bilgi toplumu ve beraberinde gelen değişim, tüm yönetsel yapıları değişime zorlamıştır. Kamu yönetiminin değişen yüzünü il ölçeğine yansıtan son düzenleme 6360 sayılı Kanun, belirlenen ölçekte demokratik katılımı güçlendirmeyi hedeflemektedir. Ancak; katılım-yerelleşme, ölçek-koordinasyon ilişkisinde etkinlik arayışı, uygulama sürecinde yerel katılımı işlevsizleştirebilmektedir. Oysa; hizmet sunabilmek, kırsal kalkınma ve kentsel gelişimi aynı ölçekte sürdürebilmek için etkili katılım süreçleri işletilmelidir. Bu kapsamda; il ölçeğinde yönetimin olası dezavantajlarını elektronik katılım yoluyla azaltmak mümkün mü sorusu akıllara gelmektedir. Çalışma, bu soruyu derinleştirme amacındadır. Büyükşehir olan on dört belediyenin e-katılım profili üzerinden, elektronik erişimin yerel ölçekte katılıma etkisi incelenecektir.
