Social and cultural dimensions of international migration compel central governments as well as local governments to produce policies on this issue. Especially in developed countries, important tasks are given to local governments on immigrants and refugees, international institutions encourage local governments to take more responsibility.
Although Turkey is the most refugee-hosting country in the world today, it is seen that there is almost no area of responsibility when local governments compared to central governments on International Migration and refugees in Turkey. In this context, life is become difficult for both immigrants and refugees and the areas of authority and responsibility between central and local governments become unclear.
The aim of this study is to determine the deficiencies in the local administrations' responsibility areas related to international migration and the suggestions for solution that can be developed in this direction.
