The aim of this study is to determine the spectrum of the policies implemented by Sultan Abdulhamid II from the example of the Avrathisarı (Kilkis) Kaza. Sultan Abulhamid II became a sultan in a short time after his uncle Abdulaziz and his brother Murad were dethroned. In the process leading to the sultanate, he approved the policies of his companions who supported his way to the throne. However, when he came to power, he tried to implement his own policies and, contrary to the reforms of the Tanzimat, he moved to the Yildiz Palace the center of administration, not the Porte. The fact that the administrative center was shifted to the palace as before the Tanzimat and formed its own bureaucratic staff caused Sultan Abdulhamid to be referred to as the tyrant and his era as the period of tyranny. From Yıldız Palace he managed the necessities and possibilities of the country. In the documents from the provinces are listed their needs, also sanjaks and accidents are stated. In these documents are listed the notables who can finance the needs or who can be the Sultan's companions. Abdulhamid II also insisted on census and made it a priority. In this paper we analyzed this information using the documents obtained from the Ottoman Archive.
