This study is based on a report written in German language in November 1930 in Terhan by the representative of a construction company from Vienna, Guido Walcher. It is important to note that the report was written just after the start of the great depression of 1929. According to Guido Walcher's allegations The report was written against the unjust ownerships and control by the Jews of the financial institutions, gold and capital markets, big share holders, private banks and companies. This report was sent to all states, governments and the League of Nations. The report which is criticised the gold standard, poverty, unemployment, artificial inflation, World-wide desperation of the people and so on, that they were seen as the main obstacles in front of development of entrepreneurship. The report also provided with some solutions for the abovementioned problems. The main purpose of the report as an archive document, which is of considerable importance in terms of political history, is whether there is a consistency of the economic detections alleged to this report and opening the negotiations of experts to see if the report suggests that the proposals for money-financing are worthy.

Bu inceleme, Almanca olarak Kasım 1930 yılında Viyana doğumlu, Viyanalı inşaat şirketi denetçisi/mümessili Guido Walcher tarafından Tahran'dan yazılan ve Başbakanlık Cumhuriyet Arşivi’nden elde edilen bir rapora dayanmaktadır. Raporun 1929 Dünya Ekonomik Bunalımı veya Büyük Buhran sonrası ele alınması dikkat çekicidir. Guido Walcher’ın iddialarına göre mali kurumlara hâkim, altın piyasasını idare eden altın ve para piyasasını ellerinde tutan Yahudi finans gücüne ve Yahudilerin finanse ettiği büyük sermayedarlar, özel bankalar, holdingler ve bunların temellüklerine karşı yazılmış olan Rapor, Walcher tarafından, o tarihte bütün devletler ile Milletler Cemiyeti’ne gönderilmiştir. Raporda, altın para birimi sistemi eleştirilmekte, insanlığın o günkü yüksek oranda işsizliğin, fakirliğin, suni pahalılığın ve dünyadaki bütün sefaletin, devletlerin, vatandaşlarının alın terinin, yeraltı zenginliklerinin soyulmasının, insanlığın, makro ve mikroekonominin gelişmesine, girişimciliğe engel olan sebepleri ortaya koymaya çalışmakta ve bunlara çözüm önerileri sunmaktadır. Bir arşiv belgesi olarak siyasi tarih açısından önem arzeden raporun ele alınmasındaki esas amaç, bu raporda iddia edilen ekonomik tespitlerin bir tutarlığının olup olmadığı ve para- finans konusunda sunduğu çözüm önerilerinin bir değer ifade edip etmediğini uzmanlarının müzakeresine açmaktır.
