Politics administration dichotomy is one of the basic principles of traditional public administration. According to the traditional approach while politicians give decisions of public policy the public officials implement these decisions effectively and impartially. However the contemporary approaches reject the politics-administration dichotomy. The attempts to legitimize political appointments at the top level hierarchies of bureaucratic organizations in Turkey were examined during the transition process from interventionist government to regulatory government. The legal status of the deputy minister position arranged in this context in Turkey is arguable. The evaluation of the implementation is necessary in order to reveal its political position. The aim of this study is to evaluate the status of the deputy minister position. The implementation process during the 65th Government of Turkey is analyzed.
