The parliamentary system, which has been practiced in Turkey for many years, has always produced unstable governments because it can not address the specific conditions of the country. The consequences of instability are often seen as a burden on the country as serious social and economic costs. Although the parliamentary system was based on the separation of powers, the rule of the legislative was based on the 1921 and 1924 constitutional periods. With the 1961 Constitution, the parliamentary system was passed, but the executive power was left in a weak position against the Legislative Power. The Constitution is merely defining executive as a duty, who comes from within the parliament and is responsible for the parliament. 1982 Constitution referred the executive power as "authority and duty" but divided the double-headed executive further. Although it partially increases the authority of the President, 1982 Constitution established a Presidential Office that does not have political, legal and criminal responsibility, The full responsibility of the executive is for the Council of Ministers in the current system. In such a case, the presidential election of the president since the year of 2014, with the 2007 constitutional amendment, has created a new administrative crisis in terms of legitimacy in the double-headed administration. With the authority he has received from the President, the President often leads the Council of Ministers in the executive direction. The fact that the president is on the same political line as the ruling party has prevented possible serious crises. However, the fact that the two wings of the executive board are on different political lines will face the impossible crises of overcoming the country. Thus, a new government model has been adopted by making a constitutional famendment. In this study, it will be emphasized how the executive authority will be shaped with the transition to the new model of government model and the kind of chaning/transformationing will take place in the administrative and bureaucratic structure.
