The main aim of this paper is to examine approaches to public administration of left wing parties in Turkey and to analyze changes of public administration perceptions in Europe and the other developed countries where new left current rises in 1990s and after 2000s.It is important to analyze left wing parties’ views about public administration that play a part among countries’ biggest political formations in spite of the fact that left wing parties could not come to power alone for a long time. But researches related to this topic are insufficient in academic literature. The study based upon this paper contributes to close the gap in that field.
This paper describes the public administration system promised by left wing parties in Turkey in terms of public-society relations, administrative reform, policies of anti-corruption, social policy and participation in public services. These dimensions are examined through comparing them with programs, discourses and activities of right wing parties.
Literature review, party by-laws, programs, bulletins and all kinds of publications of left wing parties and conversations of party representatives are considered as data sources. By this way ideal public administration perception of left wing parties in Turkey and changes of senses are analyzed comparatively.
