Analysis of the Relationship between Bureaucracy and Politics in the Parliamentary System and the Presidential Government System
 
Political power and bureaucracy are two important tools in arranging and presenting public services to the society in political decision-making processes. In this process, while politicians make decisions, bureaucrats implement these decisions. The bureaucracy, which has changed in parallel with the developments in societies and states, has existed in all states, regardless of the management approach or government system. The bureaucratic structure, which is an instrument of public administration, has turned into an inefficient and slow-functioning structure as a result of the bureaucratic tutelage taking root in Turkey with the 1982 Constitution. In the parliamentary system, some problems in solving social problems and the negative effects of coalition governments have led to the search for a new government system. The desire to get rid of the cumbersome structure of the bureaucracy and make it effective and efficient has led to discussions about the parliamentary system. Following these discussions, the Presidential Government System was administered as a result of the election held on 24 June 2018 with the amendment made to the Constitution on April 16, 2017. With this system, the executive power was concentrated in the President, thus the double-headedness in the administration and the cumbersome structure in the bureaucracy were tried to be ended, and the Presidency was repositioned in the center of politics and bureaucracy and entered a different process. In this study, the relationship between bureaucracy and politics in the Parliamentary System and the Presidential Government System in Turkey is discussed. In addition, the transition to the Presidential Government System, the transformation in bureaucracy and politics is evaluated.

B�rokrasi ve Siyaset �li�kisinin Parlamenter Sistem ile Cumhurba�kanl��� H�k�met Sistemi �zelinde Analizi
 
Siyasal karar alma s�re�lerinde kamu hizmetlerini d�zenleyip topluma sunmada siyasi iktidar ile b�rokrasi iki �nemli ara�t�r. Bu s�re�te, siyaset�iler kararlar� al�rken, b�rokratlar bu kararlar� uygulamaktad�rlar. Toplumlar ve devletlerdeki geli�melere paralel olarak de�i�im g�stererek g�n�m�ze kadar varl���n� s�rd�ren b�rokrasi, y�netim anlay��� veya h�k�met sistemi ne olursa olsun b�t�n devletlerde var olmu�tur. Kamu y�netiminin bir ayg�t� olan b�rokratik yap�, T�rkiye�de 1982 Anayasas�yla b�rokratik vesayetin k�kle�mesi neticesinde verimsiz ve a��r i�leyen bir yap�ya d�n��m��t�r. Parlamenter sistemde toplumsal sorunlar�n ��z�m�nde baz� hususlarda t�kan�kl�klar�n ya�anmas� ve koalisyon h�k�metlerinin olumsuz etkileri yeni h�k�met sistemi aray���na sebep olmu�tur. B�rokrasinin hantal yap�s�ndan kurtulup etkin ve verimli bir hale kavu�turulmas� arzusu parlamenter sisteme y�nelik tart��malara yol a�m��t�r. Bu tart��malar�n akabinde 16 Nisan 2017 y�l�nda Anayasada yap�lan de�i�iklik ile 24 Haziran 2018�de ger�ekle�tirilen se�im sonucunda Cumhurba�kanl��� H�k�met Sistemi y�netimine ge�ilmi�tir. Bu sistemle, y�r�tme yetkisi Cumhurba�kan�nda toplanm��, b�ylece y�netimdeki �ift ba�l�l�k ve b�rokrasideki hantal yap� sona erdirilmek istenmi�, Cumhurba�kanl��� siyasetin ve b�rokrasinin merkezinde yeniden konumland�r�larak farkl� bir s�rece girilmi�tir. Bu �al��mada, T�rkiye�deki Parlamenter Sistem ile Cumhurba�kanl��� H�k�met Sisteminde b�rokrasi ve siyaset aras�ndaki ili�ki ele al�nm��t�r. Ayr�ca Cumhurba�kanl��� H�k�met Sistemine ge�i�le b�rokrasi ve siyasette nas�l bir d�n���m ya�and��� de�erlendirilmektedir.
