Participation is the most fundamental mechanism which maintains the functionality of democracy. The democracy in decisions is proportional to the effectiveness of participation. The change and transformation in Public Administration, which came to be in in the 20th century and the following period, revealed the significance of participation once again. With the new Public Administration approach, participation, transparency and accountability have acquired importance within management, of which the conventional structure has evolved into a modern one. Local administrations which are situated in the provincial organization structure of centralized management are the areas in which local democracy and participation can be implemented most effectively due to the fact that these are the service units which are closest to the public. Even though the existing meaning of participation in local administrations in literature is generally considered to be active involvement of citizens in management, the effectiveness of the employees, who are internal partners, in taking of decisions is also an important element.
This study is comprised of a review of the relevant literature and the problematization of participation in the sample group consisting of Büyükçekmece Municipality employees in consideration of the acquired data.
