In 2000, reforms in the field of local governments have been implemented as in many areas of public administration in Turkey. In this period, the backgraound of the reform is neo-liberalism. In this study, the change in the field of local governments after 2000 will be examined in terms of neo-liberalism. In this study, the official plans, programs and documents that form the basis of the reform will be examined. In additon the reform process will be tried to be understood with the evaluations in the literature.

2000’li yıllarda Türkiye’de kamu yönetiminin pek çok alanında olduğu gibi yerel yönetimler alanında da reformlar hayata geçirilmiştir. Bu dönemde reformun arka planındaki anlayış neo-liberalizm olmuştur. Bu çalışmada, 2000 sonrasında yerel yönetimler alanında yaşanan değişim neo-liberalizm açısından incelenecektir. Çalışmada reforma temel oluşturan resmi plan, program ve belgeler incelenecektir. Bununla birlikte alan yazındaki değerlendirmeler ile reform süreci anlaşılmaya çalışılacaktır.
